I have downloaded a PDF topo for Columbia, however, I am having trouble exporting it as a DWG or even a JPEG. I can upload it to a dropbox folder (if there is one, I can create one if necessary).
Brian, I'm currently tracing the 10' contours that I posted yesterday. I also have an email in with the county GIS requesting vector files. Just wanted to save you any additional work.

Did you try opening the PDF in Illustrator, then exporting as a DWG?
